If authorities or institutions impose protective measures WITHOUT EDUCATING PEOPLE WHY THEY NEED PROTECTION, the system will fail.

Decision-makers are not accountable for deploying tools.  They are accountable for deploying the RIGHT TOOLS, at the RIGHT PERIMETER, with the ability to prove threats and enforce prevention.

You cannot force protection on a population that does not understand what protection is.  But you CAN secure the edge so the crisis never reaches them.

 

The world does not need more meetings to debate the urgency. It needs infrastructure capable of stopping the emergency itself.
